Democratic Candidate for NC House 63

Ian Baltutis is a Master City Planner and entrepreneur with 20 years of public service to Alamance County.

From 2015 to 2021, Ian served as Burlington's youngest-ever mayor. He led downtown revitalization, expanded parks, and launched the LINK Transit regional bus system. After his time as mayor, he earned a Master's in City and Regional Planning from UNC-Chapel Hill so he could bring real technical expertise to the toughest budget, housing, and infrastructure challenges. Today he serves on the Burlington City Council.

Ian has a unique combination of executive experience, specialized technical expertise, and a steadfast commitment to community-led governance.

Ian's leadership philosophy is rooted in a nuanced understanding of civic engagement. He believes that true representation goes beyond the ballot box -- it requires a government that actively removes barriers to participation and empowers residents to co-design the future of their neighborhoods.

Electing Ian means sending a hands-on, common-sense leader who is fiscally sound, strategically minded, and committed to making sure every voice is heard.

For six years I had the honor of serving as Burlington's mayor. Year after year, I've watched the General Assembly take away local control and the tools our community needs to solve its own problems. Decisions that should be made here in Alamance keep getting made for us in Raleigh, by people who don't have to live with the results.

I'm running for NC House to change that: to defend local communities, lower the cost of living, and bring competent, forward-thinking leadership to a legislature that urgently needs it.

Committed to Community.

Outside of City Hall, Ian puts his values into practice as the owner of Persnickety Books, Alamance County's only independent bookstore and a vibrant community gathering place. As part of his efforts to revitalize main streets, Ian was a key founder of Burlington Beer Works, a cooperatively owned brewery and restaurant in downtown Burlington, NC.

Ian is a pilot with the North Carolina Civil Air Patrol, the official civilian auxiliary of the U.S. Air Force, and an Eagle Scout. He serves on the board of Preservation Alamance, which seeks to protect and celebrate the architectural and historical heritage of Alamance County, and is restoring a 1912 home.

Ian also co-founded a product design and manufacturing company right out of his Elon University dorm room. The Vibration Solution, LLC specializes in the design and manufacturing of ultra-soft Sorbothane polyurethane components for vibration isolation, impact reduction, and equipment protection.

Ian lives in Burlington with his partner and their family of pets, where he is dedicated to building a city and a state that is fiscally sound, strategically planned, and inclusive of every voice.
